If it were not so manifest that the object of this author is to excite artificially the sympathies of foreign nations in favour of Peru, it would be difficult to provide an explanation for how his national susceptibilities had so at a loss for words his judgment when narrating events which took place about twenty-two years ago, as such a lapse of time should have been sufficient to allow the most ardent passions to cool down. But he goes SO far as to declare that Chili had been preparing for a very long time prior to 1879 with the deliberate purpose of declaring war against Peru in order to seize its rich deposits of nitrate of soda. It is necessary, therefore, to set forth the actual historical facts in a few words. As the conflict in reality began by a dispute when it comes to the nitrate trade, some points when it comes to that industry will be quite in place here, as its development and the events of the war were closely connected.
